Job Summary
The Federal Services Project Manager – RMMR manages Recurring Maintenance and Minor Repairs (RMMR) task orders for federal bulk fueling systems. This includes bulk fuel storage tanks, distribution piping, pump and filtration systems, hydrant fueling infrastructure, controls, and other petroleum system components.
This role is focused entirely on leading and coordinating service projects—preventative maintenance, corrective repairs, sustainment projects, system troubleshooting, and small capital improvements. It does not involve the installation of new above-ground fuel tanks or large-scale construction projects.
The Project Manager ensures that federal bulk fueling systems remain safe, compliant, reliable, and mission-ready by coordinating technicians, subcontractors, vendors, schedules, budgets, and documentation throughout the entire service project lifecycle.
Duties & Responsibilities
RMMR / Service-Based Project Execution:
- Lead and coordinate service projects involving the repair, maintenance, and sustainment of bulk fuel storage and distribution systems.
- Manage RMMR task orders for bulk storage tanks, hydrant systems, pump skids, filtration systems, control systems, and fuel distribution infrastructure.
- Oversee task orders, service tickets, inspections, and small-scope capital improvements from planning through closeout.
- Support troubleshooting, site assessments, testing, and implementation of corrective action plans.
- Coordinate work safely within active airports, military bases, and federal facilities.
Operations, Scheduling & Field Coordination:
- Schedule and oversee field technicians, subcontractors, and service crews performing RMMR tasks.
- Ensure timely delivery of materials, equipment, and manpower to support service activities.
- Review technical documentation, drawings, specifications, service reports, and O&M materials for accuracy.
- Verify completion of field work and ensure proper documentation of all service activities.
Client & Stakeholder Communication:
- Serve as the primary point of contact for federal agencies, USACE representatives, DLA representatives, and base personnel.
- Communicate project status, updates, delays, and resource needs clearly and professionally.
- Maintain strong relationships with federal clients to support recurring RMMR and sustainment work.
Compliance, Quality & Safety:
- Ensure compliance with UFC standards, EM 385-1-1, USACE requirements, NFPA standards, and other applicable fuel system regulations.
- Maintain organized project documentation, service records, QC files, and closeout packages.
- Support continuous improvement of RMMR procedures and Acterra’s service operations.
- Maintain a strong safety culture and ensure service crews adhere to Acterra and federal safety requirements.
Budgeting, Tracking & Reporting:
- Track budgets, hours, materials, and subcontractor expenses for each service task order.
- Prepare project status reports, service summaries, and documentation for stakeholders.
- Identify opportunities to improve efficiency and reduce project costs without impacting quality.
Education & Experience
- Minimum 5 years of project management experience in industrial, mechanical, petroleum, or fuel-system-related environments.
- Preferred experience with bulk fuel storage systems, hydrant systems, pump systems, filtration systems, or federal/military fueling infrastructure.
- Experience managing service work, maintenance programs, or sustainment activities for petroleum or bulk fuel facilities is highly desirable.
- Bachelor’s degree in Construction Management, Engineering, or related field preferred; equivalent experience considered.
- Strong communication, scheduling, leadership, coordination, and problem-solving skills.
- Ability to manage multiple RMMR task orders in a fast-paced service environment.
- Strong organizational abilities and experience with documentation and compliance-heavy federal work.
